The setting of Naruto Underground takes place 200 years after the current original story line of Naruto. After another Great Shinobi War that included the former members of Akatsuki, many great ninja perished and left behind their children to continue their legacy. Peace has swept back across the Shinobi World, and in this moment of peace, the Akatsuki Organization of old has risen once again. During the Great Shinobi War, Naruto Uzumaki, the Sixth Hokage, destroyed the Great Hell Statue holding the Bijuu within it, stopping Akatsuki before his death from attaining ultimate power. The Demons scattered across the land, including the Kyuubi who managed to escape Naruto's ultimate demise, and are now roaming free once more. Though they have not been active, they can be seen outside of Nations from time to time.
